如果说一个朝代所代表是一个公司，那么税赋就是这个公司的主要收入来源，汉代的税负制度如何，这是很值得思考的一个问题。我们常说一个朝代是否仁政，通常都是通过经济制度来辨认的，好的经济制度尤其是税负制度，就是所谓善政了。如此看来，汉代的轻徭薄赋，算是历朝历代里善政的制度，那如此善政为何又没有诞生工商业之飞速发展，国家何以把盐铁收归国有呢？
